"Maine laws are exactly the opposite of what you think.
you are required to respond to someone in distress up to the level of training you have.
if you do not exceed what you are trained on, then you are legally protected from being sued if it doesn't go well.
if you exceed your training you are legally liable for any damage you do. ie your trained in CPR only, and do surgery, or administer controlled drugs you are liable for any damage you do. But if you only do CPR, and break the patients ribs, you are protected."

"In the United States, there is no 'general duty to render aid,' which in legalese means no one is compelled to help and a victim cannot file a civil suit if someone doesn't stop to help.
There are exceptions, however, in Hawaii, Wisconsin, Minnesota, Vermont and Rhode Island.
In those states, if you are able to help a victim without injuring yourself but you fail to offer aid, you could face criminal liability and be charged with a minor penalty like a petty misdemeanor or a $100 fine.
In some states, if you stop to check on an injured person but you don't follow through by making sure they get the medical help they need, you could be sued."

Nadeau's house of furnication

Bangor Daily News quotes Raperesentative, er Representative Nadeau :
"Rep. Michael Nadeau, R-Fort Kent, meanwhile, argued that the state should not expand Medicaid when as many as 3,100 people remain on a waitlist for services. 'My constituents are going to say, ‘We’ve neglected this group of people,’ he said."

Followthemoney.org says insurance companies contributed 1.95%, or $618,477 of Colorado's Citizens for an Effective Government contributions

.........

that maineinsights.com says helped State Representative Allen Michael Nadeau (R- Fort Kent) apparently defeat John Martin by 278 votes in 2012.

March 2, 2013's BDN says:
"On Nov. 5, the day before Nadeau beat long-time Rep. John Martin, D-Eagle Lake, by a vote of 2,132 to 1,854, the ethics commission unanimously found that Soucy and Nadeau had violated Maine’s election laws, according to a previously published report. Because Nadeau received public campaign funds under the Maine Clean Election Act, he was prohibited from accepting contributions."

"Ermakov then struggled with Anastasia, failed to stab her, and said he killed her, too, with a shot to the head. Maria's skull shows no trace of bullet wounds and it is unclear how she died. Ermakov was quite drunk during the murders and possibly his shot only creased Maria's scalp, knocking her unconscious and producing considerable blood flow, but not killing her. Then, as the bodies were taken out of the cellar room, two of the grand duchesses showed signs of life. One sat up and screamed, throwing her arm over her head, while the other, bleeding from the mouth, moaned and moved slightly. Looks like Stalin lost his faith after reading "The Origins of Species" like a lot of the era's 'men of steel' eugenicists

And according to wiki, Anastasia didn't

In case your wondering why Chief Bresett stopped by...

http://www.youtube.com/watch?v=MzbvUufPe-M

In case your wondering why Chief Bresett popped in for a chat, it was just after I had gone over to Pat's office to ask if he or Lynn knew if they were repairing a water main or something, 'cause the water pressure dropped, and the week before the water had turned tan for about an hour. Lynn came by and unscrewed the screen thing on the end of the kitchen faucet and cleaned it with an old toothbrush (which did the trick) and then she asked me if I was drying my clothes with the fan that was facing the closet in the hallway.

                        - anytime you have a problem with something like low water pressure, a rattling water heater,  or you just to find out if one of your neighbors went to the hospital it's fixed almost before you can say "creaming time!" - at these apts.

Lynn seemed upset that I was drying my clothes with the fan and not the dryer.

The winter before last I used a portable heater to heat the bedroom, and Lynn asked me to stop, mentioning that the electric bill for this apt. [which I don't pay, HUD + and I guess the apt. owners do] was more than the electric bill for the whole apt. building, meaning the water heater, furnace, washer + dryer and hallway lights.

This time she mentioned that my electric bill was more than my neighbor P.

It apparently irked her when I replied "Then we're making progress, aren't we?" [pointing out the time she mentioned the bill was even higher]

- All said and done, however, if any of you are apt. dwellers, and you wash and dry you clothes in a machine, you'll probably find that you save over $12 dollars a month like I did when I began clearing out space in my closets and hanging the clothes just out of the washing machine on coat hangers spaced about 1 inch apart,

In the winter time they dry in about a day..summer takes a little longer with the higher humidity.

And it saves a ton of electricity...dryers use more electricity than almost any other common household appliance.

But that's not why Chief Bresett stopped by.

Lynn asked me if I was on some kind of medication or something. I told her I stopped taking my meds in 2011 and that I had been diagnosed with paranoid schizophrenia.

She asked me if I owned a gun.

I told her I didn't need to own a gun because  I could steal one very easily from the guy who used to park  his white pickup on Main St. with the rifle in a rack in the pickup's rear window.

And then the pawn shop is loaded with guns and ammo and it has a plate glass window...so if someone really wanted to go on a  rampage, taking their guns away probably wouldn't stop them.

she said, if I remember correctly, "You're not planning on shooting anyone are you?'

I told her no, that I fight using the truth. [which I'll have to amend now to - I try to fight using the truth - if I would like to tell the truth]

You see, in the Fall of 1980 I saw a picture Time Life Books claimed was of North Vietnamese Army trainees using ARVN POWs who were naked and had their hands tied behind their backs for bayonet practice.

That afternoon after school and football practice I went down to the river near the red maple planted the year I was born and challenged the Devil to a fight.

The Devil must have been down in Georgia or something 'cause it apparently didn't show.

I didn't mention this to Lynn, she'll read it here same as you, but I did explain to her that Pat had said a week or so before hurricane Sandy that Armageddon was coming.

"...There is more story coming out!"

Told Percy Robin Williams was in a movie called "The Fisher King" - where he also plays a homeless man as he does in "August Rush" - who this time is on a 'delusional' mission to find the Holy Grail.

Robin Williams and Christopher Reeve were roommates when they were studying acting at Juliard.

Percy wasn't sure if his name is short for Percival, but he didn't disagree when I mentioned Arlene might be his Holy Grail.

I had thought it was Boris or one of the other knights allowed to see the Grail that had been paralyzed, but Wiki said it was the Fisher King himself who Percival healed by asking him a question.

We went to Madawaska one time this winter and Percy told me about this place on the way back where this guy who had cancer made a promise to God that if he got better he would build a prayer house.

Percy's cousin Dorothy had a friend named Bernadette who I thought I would go visit last year because I thought I might like to seduce her, er, get to know her better, and she said it was her friend Elmer Corbin's relative who had built the prayer house.

Ironic, since Bernie is a triple cancer survivor herself - without radiation or chemo. And she told me her Jesus was better than my Jesus.. go figure!

Apparently, it's Elmer's either daughters or grand daughters who own the organic produce farm that is going to operate the new Northern Girl organic vegetable food processing facility in the Empowerment Zone facilitated industrial park where Northern Maine Paving is pumping out asphalt too now.

...If you really would like to help someone asking for money on the streets, you might want to give them an inexpensive musical instrument.

...You may not believe it at first, but people actually enjoy giving some cash, food and/or mylar emergency blankets to someone actually doing something instead of just unintentionally making people feel guilty.

You could also look up and print out a list of jokes like these from duckster.com on the internet for prospective buskers to tell while entertaining as well.

Sock puppets make great punch line deliverers too.

Opening that first dumpster lid and finding  that first pizza behind  Little Caesar's across from the K-Mart on 9th St. North in St. Pete after losing my efficiency - when the day labor work shut down for Christmas 1990 - was one of the most liberating experiences I've ever felt or heard anyone describe.

My only regret is that I had a mandolin with a broken neck which the pawn shop on Central Ave. charged $80 for (might have been able to pay the rent if i hadn't bought it ) and i couldn't work up the courage to go and play it at the intersection where the Frontage road that passes in front of K-Mart (now Sears-after K-Mart kicked my friend Jackie - who was like James Bond, Jessie from Toy Story, Margeurite from The Lost World and Emily Dickenson rolled into one - out from sitting on the bench in front of the old Kash N Karry) intersected with Gandy Blvd.

I soon found that I had stumbled into one of my favorite novels of all time - Cannery Row by John Steinbeck - when I met James who I later discovered was encamped only about 50 ' away from my tent in the Gandy median strip.

James' friend who told me everyone called him "Whiskey Bill" was and probably still is legendary throughout the greater Pinellas County Jail jurisdiction - only you'll have to inquire using the cognomen "Lysol Bill"

James didn't say when he had served on the US Navy aircraft carrier as a cook, but it was probably during the Vietnam war. He had run a company and said, if memory serves, that he had been sent to prison for some kind of fraudulent activity involved with his company, and when he got out he started living on the streets.

Bill told me one time that it was perfectly healthy to drink Lysol, explaining the active ingredients in it, because he had been to medical school before he entered WWII  where, like Kurt Vonnegut Jr., he was also an Army scout working behind enemy lines during the Battle of the Bulge. But he added: "The Army gave me a dishonorable discharge because I used to get drunk with the Germans"

"Litlle Billy" was the misnomer of a quite handsome and healthy appearing young man who camped with James and Bill now and then in the lot that used to be next to the Kash N Karry, which is now a U-Store It.

Kash N Karry decided to do a promotion where if you had to wait in line behind 3 people, your groceries would be free. So Billy loaded up his cart with MD and steaks, waited untill a line at the register filled up during peak hours, then wheeled his cart out the door.

One of the baggers followed him out and confronted him in the lot next door. Billy pulled a knife, the bagger went back and called the cops, and since this narrative is related second hand from James, you'll have to ask him whether they got to keep the steaks and vino.

James eventually mentioned years later that Billy had moved back up to I guess the Carolinas, got married and became rather successful, by the usual Amerimammon standards.

James introduced me one day to a very likeable young man who's name allegedly was Danny. He had a Toyota He'd park at the dog track at night and told me to come visit him some time. " I'm at light pole 89." [I think that was the one - it would have put him in the Gandy median East of 9th St, and just East of the pond there. He used to get by picking up discarded betting slips which sometimes would be winners betters didn't know they had won, but eventually the dog track told him to stop.
KVAW.com mentions giving people "Blessings Bags":
